 Who should use the tariff simulator?

This tool is made available to anyone who is looking for information on the tariffs of the telecommunications services that are currently available for sale on the Belgian residential market. 


By residential market we mean the offers intended for non-commercial use. In other words, certain tariffs as for instance the tariff  plans intended for liberal professions or SMEs are excluded from the scope of the tariff simulator. 

 Which plans are contained in the tariff simulator database?

The operators offering telecommunications services in Belgium are legally obliged to enter in the system their tariffs and the main information regarding  the services currentlyavailable for sale on the residential market (Act of 13 June 2005 on electronic communications). 

However, the scope of the tariff simulator is limited and currently, it does not support the fixed telephony plans of VoiP type, the offers subsidising of a mobile device at ea reduced price 1, the prepaid Internet plans, the bundles with several SIM cards and mixed offers in bundles.

 How does the tariff comparison tool work?

The tariff comparison tool is divided into 4 modules: fixed telephony, mobile telephony, Internet and bundles. 

If you would like to perform a query, you will first be asked to choose in which service(s) you are interested and to indicate your consumption habits by filling in a simple questionnaire about the telecommunications service(s) chosen. 

Depending on the information that you will have entered into the tool, the tariff simulator will calculate how much it would cost you each month to use the different tariff plans, taking into account all information available in the system, including the options available for the plans proposed. For each module, you can activate – or not – the taking into account of the effects caused by special offers on the results displayed. 

Practically speaking, the results of your query will be displayed in the form of a list of tariff plans sorted out in increasing order of price. In addition to the purely tariff-based information, this list includes the main information linked to these plans as operators encoded them in the tool. 

By default, this list displays 20 results per page and 3 results per operator. Of course, you are free to change these values and to choose, for example, to display all plans of all operators.

Which tariff plan should I choose?

 We particularly stress that in order to work, the comparison system must integrate a certain number of assumptions and is therefore associated with uncertainties.

 So, the result proposed must be understood as an indication about the most advantageous tariff plans depending on your consumption profile and not as a formal opinion to use a given tariff plan.

 

Moreover, you should not lose sight of the qualitative aspect and mainly the quality-price ratio.

 

Therefore, it is up to you to determine if the qualitative elements are such as to justify the choice of a tariff plan which price exceeds the one proposed in the first place by the application.

 Why am I not able to see my tariff plan?

The tariff simulator displays the tariff plans of the residential customers provided that they are currently available for sale and that they have been integrated into the tool by operators.

 However, it is possible that your tariff plan is no longer showed by our tool. Several reasons can explain it: 

 

Either your plan is no longer proposed for sale to new customers. In this case, please contact your operator in order to obtain information about this tariff plan;

 

Or the operator has not introduced any tariff plan. If so, please let us know so that we can question the operator to assess the reasons why he did not submit any tariff plan to the system.


However, the scope of the tariff simulator is limited and currently, it does not support the comparison on the fixed telephony plans of VoiP type, the offers subsidising the provision of a mobile device at a reduced price, the prepaid Internet plans, the bundles with several SIM cards and mixed offers in bundles. 

 Is VAT included in the results of the call costs?

 All indicated prices include VAT (currently 21 %).

 What is the amortisation period taken into account? 

To write off over a relevant period the financial impact of the fixed costs BIPT took as hypothesis a three-year-reference period, according to the approach followed by the OECD for the study of the tariff baskets in the telecommunications sector.

 In practice it means that we consider it as an average period during which the consumer intends using the service in question before possibly considering to change the formula or the provider.

 

I don't understand the information required/given


For each telecommunications service covered by the tariff simulator you will find an help section specific to the service (green button on the right side of the screen).  This section includes 2 types of information:


The first section, named "How it works?", explains "step by step" the next steps to be taken to use the tariff simulator;

 

The second section, named "FAQ", covers the most frequently asked questions in relation to the telecommunications service concerned.
